In 1999, the Oregon Legislature established a Regional Investment Program to identify and coordinate regional economic and community development priorities. The Benton, Linn, Lincoln, and Lane Regional Investment Board (BL3) was created to develop a regional investment plan that would guide investments in the four-county region. The BL3 Board has revised and updated its Investment Plan for the current biennium. See the Investment Plan for more information.
